Kevin Dugan

As an early member and Senior Vice President for PMC Capital, Kevin Dugan supports the firm’s efforts in deal sourcing, due diligence, transaction execution, operational improvements and portfolio oversight. As a professional with nearly two decades of experience managing, evaluating and advising middle-market businesses, Kevin has used his ability to identify organizational challenges, scrutinize alternatives and decisively suggest data-backed solutions to great effect.

During Kevin’s nine-year tenure at middle market investment bank Greif & Co., Kevin facilitated and navigated the complexities of sell-side M&A and leveraged buyout transactions for entrepreneurs and family-owned business in a variety of industries, most notably within the business services, consumer and healthcare spaces.

Prior to his experience in M&A, Kevin led a Southern CA region for a transportation industry stalwart, focusing on B2B sales and management, market growth, customer satisfaction and employee development.

Kevin is a graduate of USC’s Marshall School of Business (MBA, 2010) and the University of Miami, FL. (B.S. with Honors, Psychology with a focus on pre-med studies, 1998). Kevin holds Series 79 and Series 63 licenses as a registered representative of the Financial Regulatory Authority. He spent his childhood growing up between Los Angeles, Dallas and the Dominican Republic, facilitating his fluency in Spanish. Kevin spends most of his spare time chauffeuring his two children between various sports and arts activities, but does squeeze in a round of golf every now and then.

Rowe Manasan

Chief People Officer

Rowe Manasan serves as Chief People Officer for PMC Capital. In this capacity, Rowe oversees PMC Capital’s strategic human resources initiatives. Prior to joining PMC Capital, Rowe worked in private law practice as both a litigator and transactional lawyer honing his craft in a wide range of practice areas including commercial law, estate planning, insurance defense and employment law. Because Rowe thoroughly enjoyed his work as a trusted advisor to numerous business owners, Rowe accepted an opportunity to work as General Counsel for a startup company where he worked hands on establishing a foundational legal compliance program. From there, he accepted a position at PMC Global Management overseeing a billion-dollar conglomerate as a corporate risk manager, senior attorney, and human resources director. At PMC, Rowe led a team of dedicated human resource professionals in developing and implementing strategies that drove business results, increased levels of employee engagement, and created a positive workplace environment through an emphasis on all around employee wellness. His teams have also contributed to the successful integration of newly acquired companies into the PMC family of companies.

Rowe Manasan is a member of the Association of Corporate Counsel and the Society of Human Resources Management. He received a Bachelor of Arts in English at the California State Polytechnic University Pomona where he graduated Summa Cum Laude and a Juris Doctor at the University of California Berkeley.

In his spare time, Rowe enjoys running, golfing and coaching his son Tyler’s little league baseball team.

Fermeen Fazal

General Counsel

Fermeen Fazal serves as General Counsel for PMC Capital. In this capacity, she oversees PMC Capital’s legal affairs and advises PMC Capital’s portfolio companies on their strategic and legal matters to help drive value creation.

At PMC Capital, Fermeen’s primary role is to improve shareholder value by providing PMC Capital with a dedicated legal resource to evaluate investment opportunities and manage the life cycle of a deal, from pre-acquisition due diligence through closing. She focuses on structuring each buy-side transaction to efficiently mitigate risk, remove bottlenecks, and further growth. Once a transaction is complete, she focuses on corporate governance and manages legal risk to ensure there is no negative impact to PMC Capital’s investment. For sell-side transactions, Fermeen uses her business and operational knowledge to ensure PMC Capital maintains a satisfactory exit from the investment. Fermeen partners closely with the portfolio’s management and operational teams to handle any litigation, transactional, compliance, or regulatory issues that may arise.

Fermeen started her legal career by clerking for the Houston Court of Appeals and the Texas Supreme Court. She specialized in complex, commercial litigation at Locke Lord LLP and Gibbs & Bruns LLP before moving in-house to UniversalPegasus International (UPI), a pipeline engineering company servicing oil and gas clients. Fermeen received her J.D. and her undergraduate degrees (B.S. Biology, and B.A., English Literature) from the University of Houston. Fermeen has served on the board of several civic and professional organizations and is a frequent speaker on legal and compliance topics.

Philip Kamins

Chairman of the Board & Strategic Advisor

Mr. Kamins began working in the plastics industry as a Chicago teenager in the 1950s. After moving to California he started his own firm, Kamco Plastics, in 1963. Mr. Kamins combined good business sense with an excellent understanding of people – he was among the industry’s first to offer equity shares as performance incentives for managers. In 1971, he started PMC, a family office, and set the company on a strategic growth trajectory in the chemical and plastics industries before diversifying into other areas including packaging, food service, liquefied natural gas, pharmaceuticals and financial services. Mr. Kamins remains active in the day-to-day operations and strategic growth of PMC.

Gary Kamins

Vice-Chairman of the Board & Operational Advisor

Gary Kamins started his career with the PMC group of companies in 1980. His background began in the area of Business Administration, predominantly derived from on the job experience combined with specific schooling and continued education courses taken over the years.

In 2003, Gary became President of PMC & Subsidiary companies. Since that time, PMC has expanded their interests from primarily plastics manufacturing into 23 companies with 75 locations dealing in pharmaceutical ingredients, specialty and intermediate chemicals, packaging, automotive products, HVAC, custom machinery, technology, financial services, chocolate production and other food products. PMC has established offices and manufacturing plants in 14 states in the USA as well as offices and manufacturing in Africa, Australia, Belgium, China, France, Germany, India, Mexico, Russia, Spain, The Marshall Islands and UAE.

Gary is an avid outdoorsman, with interests in kite boarding, sailing, hiking, fishing, skiing and tennis. He and his wife, Lucia, have four grown children and one granddaughter.

Thian Choy (“TC”) Cheong

Executive Vice President, Chief Financial Officer, and Director of PMC Global, Inc. and Subsidiaries

TC joined PMC Global, Inc. (“PMC Global”) in 1983 as a staff accountant and grew through the ranks to become its Chief Financial Officer in 1991. Since PMC Global’s founding in 1971, it has grown to a billion-dollar global conglomerate employing more than 4,000 people in over 40 locations worldwide. PMC Global manages and operates a diversified portfolio of companies including the manufacture of chemicals, pharmaceuticals, plastics, machinery, food service, packaging, consumer products, liquified natural gas, and finance businesses. With over 35 years of financial, operational and leadership experience, TC plays a vital role in the growth of PMC Global through deal negotiations, financing and execution. TC is responsible for negotiating all credit agreements with all lenders for acquisitions and operation of the businesses. As Executive Vice President and Chief Financial Officer, TC oversees the financial, operational and strategic management of the entire company, worldwide, in areas such as accounting, credit, audit, treasury, tax, corporate finance, human resources, legal, and risk management. TC provides leadership and business experience in strategic mergers and acquisitions which is instrumental in the company’s diversification, expansion and growth. TC’s ambition is to maintain the highest standards of corporate governance, maintain solid profitability and cash flow, and ultimately maximize shareholder value. TC believes in building a strong working relationship and earning credibility and trust from anyone he deals with.

Prior to PMC Global, TC had auditing experience with Peat Marwick in the United Kingdom with mostly manufacturing companies. TC led an injection molding business and provided strategy for cost containment and performance improvements.

TC holds a B.A. Degree (Honors) in Economics and Accounting from Leicester Polytechnic-University United Kingdom and a M.S. in Management from the University of La Verne, United States.
